What to Know About the Latest Changes – NBC Chicago



Travel restrictions for Chicago changed once again as the city altered its guidelines for how states are categorized and what is required for anyone coming to the city.

The emergency travel order was adjusted to a two-tiered system “to prevent further spread of COVID-19,” health officials announced Tuesday.

Under the new guidelines, which take effect Friday, states are categorized as either “orange” or “yellow,” eliminating a previous “red” category.

Orange states and territories have average coronavirus rates above 15 cases per day, per 100,000 residents and yellow states and territories have rates below 15 cases per day, per 100,000 residents.

“Chicago has experienced several weeks of mostly stable or declining new daily cases, and the test positivity rate has decreased and is now 10.3%,” CDPH said in a release Tuesday. “The city is now seeing 38 new daily cases based on a 7-day rolling average, which is a lower rate than when the 3-tiered system was implemented in November 2020.”

As of Tuesday, Hawaii is the only state listed as “yellow” and all 49 other states are in the orange category, as are Puerto Rico and the District of Columbia, according to the city’s health department. The list is next set to be updated on Jan. 26.

While health officials urged residents to avoid travel if possible, here are the requirements for each category:

  • Yellow: States with a rolling 7-day average less than 15 cases/day/100k residents.
    • No quarantine or pre-arrival test required. Maintain strict masking, social distancing and avoidance of in-person gatherings
  • Orange: States have a rolling 7-day average above 15 cases/day/100k residents
    • 10-day quarantine OR pre-arrival negative test no more than 72 hours before arrival in Chicago with strict masking, social distancing and avoidance of in-person gatherings

The emergency travel order requiring a quarantine for travelers from certain locations was first issued in July in an effort to slow the spread of the deadly coronavirus.

CDPH Commissioner Allison Arwady has said previously that no matter a state’s color under the order, she would not recommend any unnecessary travel.

The city said it hopes to simply educate travelers about the order, but those found in violation could be subject to fines of between $100 and $500 per day, up to $7,000.

“The quarantine and pre-arrival testing requirements apply to people even if they have no COVID-19 symptoms,” the city’s health department said in a release.

Exceptions can be made for travel for medical care, parental shared custody and business travel for essential workers. It also does not apply to an individual passing through states for less than 24 hours over the course of travel, including layovers at airport or people driving through a particular state. Daily commuters to and from neighboring states are also exempt.

MC: Yeah, welcome to the club.

JP: I’m like two hours before? Let’s make it one.

LA: That stresses me out so much.

MC: I was like, we might be the same person.

JP: Yeah but now there’s just so many different layers to it for sure.

MC: We’ve been talking about family and friends and people a little closer to us, and approaching those situations. But I think something that we have probably all been missing that is such a huge part of travel is meeting new people. And I would love to know after so much isolation, is meeting new people going to be an important part of your travel experience? And how do we even make new friends when we haven’t been doing it in so long? It’s such a silly question, but I really want to know.

MS: Oh my gosh, I miss new people so badly, it’s not silly at all.

JP: Same. I’m a big people person, so I miss my random conversations with strangers.

LA: You know what I really miss is being drunk in the bathroom of a bar and there’s some woman who says she loves your lipsticks.

MC: Anything, anything, anything.

LA: Or your outfit and then you’re like, “Oh my god, I love you too.” And then you just talk to this random for 10 minutes and never see each other again. Beautiful.

MS: That’s the golden interaction. And those are the people and the moments that I didn’t realize I needed to mourn not having at the beginning of the pandemic. It was my family and my friends and my coworkers and seeing people regularly.

I’m worried that I’m going to at the end of this be really overwhelmed by all the things we can do. I know it won’t be just all of a sudden life is back to normal. I know it’ll take a long time and be gradual, but I don’t know, thinking of how many people you interact with when you’re on a trip, and all the excitement and hubbub of the airport and the person sitting next to you, and maybe you talk to the stewardess, blah, blah, blah, that sounds kind of overwhelming today right now. I’m tired thinking about all that, even though I want it. I don’t know how I’ll adjust.

LA: I was in a book shop the other day and I feel like when you’re in any public space at the moment, unless you’re with someone you know, you don’t interact with anyone.

MC: You’re just a mute walking around a store.

LA: Yeah, which is quite pleasant often. And this guy started trying to talk to me about the book I’d picked up. I think it was from the best intentions, I think he had just read the book and really liked it, and I was like a deer in the headlights and I put the book down and I left. I cannot talk to you.

JP: I had a similar experience recently, and I think I just looked at the guy like, “Sir, no.”

MC: Now is not the time.

JP: First of all, just no, because please don’t hit on me in public. Secondly, this is a pandemic, you need to keep your distance.

LA: But it did make me think about especially when you’re traveling alone, which is something that all of us on this podcast have done. And a huge part of that, even though you are alone and enjoying your own company, you also want the option of meeting new people and making new friends. And I think that the techniques you apply as a solo traveler might be transferable to everyday life when we start to get back out there. And I’m interested to know what everyone’s sort of tricks are for socializing when they’re on the road and meeting people and getting chatting to people when they feel like doing so.

Estée Lauder Flags Its Green Credentials In The Travel Channel




The travel retail division of Estée Lauder has outlined, for the first time (and with deadlines attached), its commitment to going green—with packaging and emissions a big focus.

The U.S. beauty company—which sells internationally-recognized brands like Bobbi Brown, Clinique, La Mer, MAC and Tom Ford Beauty—has existing pledges on the environment, and the world of travel retail is now joining in.

In normal, non-pandemic times the channel—encompassing airports, downtown duty-free stores, airlines, cruise ships, and border shops—has been among the company’s highest-growing with a reach of more than one billion consumers a year.

Those shoppers are increasingly looking at sustainability as a trust marker. Gina Westbrook, director of consumer trends at Euromonitor International say that in 2021 ‘building back better’ will be a key priority for them. A new white paper from the analyst also points to 69% of professionals expecting consumers to be more concerned about sustainability than they were before Covid-19.

In another study specific to the travel retail industry from Tax Free World Association, sustainability appears top-of-mind for travelers: more than 70% say they would be influenced by sustainability credentials when buying items when traveling.

Estée Lauder green targets, listed below, could therefore be well-timed.


  • All paper cartons for products exclusive to travel retail to be made from responsibly sourced FSC-certified board by 2025
  • Plastic usage to be cut by removing film-wrap from outer cartons of travel exclusive items by 2023


  • Net zero carbon emissions from transportation of good to travel retail customers by the end of FY2023
  • Net zero carbon emissions for corporate air travel by the end of FY2023

Store design and visual merchandising

  • Sustainability practices across all brands in the channel in FY2021 (which started in July 2020).


  • Sustainability practices at all travel retail office locations by end of FY2023.

Losing film wrap from beauty sets developed exclusively for the channel would eliminate 120,000 pounds (54,000kg) of plastic waste—the equivalent of 5.4 million 500ml plastic water bottles.

Rival L’Oréal Travel Retail has already started along a sustainability track. In terms of packaging, the division reduced cardboard use by 72,750 pounds and plastic use by 12,800 pounds in 2019 thanks, in particular, to new packaging for miniature perfume bottles.

A first step

Since the launch of its own sustainability initiatives, Estée Lauder’s travel retail business has managed to make 83% of its paper cartons for travel exclusive sets FSC-certified in FY2020. Among its stores, the newly-opened Estée Lauder, La Mer and MAC counters at Hyundai COEX in Seoul, Korea were built with, on average, 80% reused fixtures.

In a statement, global president of travel retail and retail development, Olivier Bottrie, said: “We are demonstrating to travelers how we are making a positive impact in this space. This is the first step in what will be an ongoing journey.”

Right now those travelers remain thin on the ground but Estee Lauder
has managed to keep the channel buoyant thanks to duty-free sales in China. The company’s FY21 second quarter results will be out next week but in the three months to September 2020, net sales from the global travel retail business were “relatively flat” year-over-year (excluding travel retail sales from the brand Dr. Jart+).

The beauty house says that lost sales at global hub airports like New York City’s John F. Kennedy and Changi in Singapore due to big falls in international passenger traffic last year “were mostly offset by strong growth in Hainan.”

The Chinese offshore tourist island is attracting record duty-free spending—as well as an influx of new international retailers. So much so that ambitious targets of almost $10 billion are in the sights of Hainan’s provincial government in 2021. In fact, some brands in the portfolio such as Estée Lauder, La Mer and, to a lesser extent, Le Labo saw an increase in net sales during the Fall period.

CEO Fabrizio Freda maintains the view that travel retail “will remain one of the most interesting channels for the long term” with China becoming the key to future tax-free sales, even when international travel shopping gets back on its feet.
